Spiro Tsirkas , MSW 

Director of Youth Services and Recreation for the City of Glen Cove
President of InterAgency Council of Glen Cove

Spiro has been working for the City of Glen Cove for over 14 years providing the youth of Glen Cove many positive opportunities both academically and through sport. He has also cared for the health of Glen Cove youth by connecting Island Harvest and Long Island Cares to Glen Cove for one of the biggest thanksgiving food drives. He sits on the board of the Nassau County Youth Coalition and a member of Glen Cove Kiwanis.

Spiro started with the IAC as a member, then Vice President and then became President in 2021. Spiro has a degree in sports medicine, Psychology and Social Work and has been working with youth since 2005. He resides in Glen Cove with his wife and two boys. Phyllis O. Burnett – resident of Glen Cove for many years. After a very long career at Con Ed starting as a Treasury Clerk to retiring as a Sr. Safety Specialist working in numerous departments and power generating stations. Becoming a Safety Instructor at the company’s Learning Center. One in a group E.H.&S. advisor on Corp. Safety procedures and OSHA regulations, and deeply involved in 911. After retirement worked for Nassau County in Risk Management as a safety inspector, wrote a few safety procedures, after a few years left the county to become Safety Manager for Servern Trent in their Northeast division.

Phyllis sons’ played soccer, and she was asked to join the board of Glen Cove Jr Soccer. She then became the first Black American to hold position in the city government becoming a member of the City of Glen Cove Planning Board. Presently she is the first Black American and second woman to be appointed Civil Service Commissioner for the city.

When the Kiwanis Club of Glen Cove was founded in 2000, Phyllis became the Treasurer, then Secretary, followed by Distinguished President 2x and Super Distinguished Lt. Governor of Long Is North Division. Currently is Board member of Kiwanis Club. She has been a member of the Glen Cove Youth Bureau for numerous years and thru the Kiwanis Club I became a member of the IAC, in 2021 she joined the Board.

Phyllis has volunteered to be a driver for Medical Transportation in the past few years and have become the Coordinator for the City program at the Senior Center. She finds volunteering fun and likes to teach a few OSHA classes or teach defensive driving and CPR to help organizations raise money for their group.

She holds a A.A.S degrees in Marketing and Safety Technology, B.S. in Economics, M.Sc. in Labor and Industrial Relations and many safety and environmental certifications.



Dr. Sharon Harris is the Executive Director of Substance Abuse Free Environment (SAFE), Inc., a not for profit drug and alcohol prevention agency in the City of Glen Cove. Dr. Harris is a New York State Licensed Psychologist with a Master’s Degree in Mental Health Counseling. Dr. Harris is Credentialed to act as a Substance Abuse Professional under the Department of Transportation to administer the City of Glen Cove Employee Assistance Program.

Dr. Harris, representing SAFE,( formerly the Glen Cove Citizens Committee Against Substance Abuse), joined the Glen Cove Interagency Council as a member in 1993. In 2000, she joined the Board of Directors serving as Secretary. In 2004, Dr. Harris served as Board Vice President and from 2004-2014 she served as President of the Board. From 2014 to date, Dr. Harris serves on the Board as Past President.


Kathy Santucci is the Community Liaison for Glen Cove Center for Nursing and Rehab and Emerge Nursing and Rehab at Glen Cove since May 2019. She works to form relationships within the community to help raise awareness about both facilities, and to provide education and resources to primarily the senior population within the community. Facilities are both short-term sub-acute rehabilitation and nursing facilities. Both facilities offer the same therapeutic services, but Emerge has a specialized Neuro Rehabilitation Program and Glen Cove Center offers a specialized Cardio Pulmonary Rehabilitation Program. She helps bridge the gap between the community and the two facilities.

Kathy is a resident of Locust Valley for the past 28 years and have worked at Friends Academy, Grenville Baker Boys & Girls Club and the Locust Valley School District.

She is the current Treasurer of the Locust Valley Rotary Club, on the Board of National Aging in Place Council - Long Island Chapter (NAIPC) and a member of Gerontology Professionals of NY (GPNY) and on the Committee-at-large for Phoenix Rising!

She is looking forward to helping the Human Service Agencies in Glen Cove through the IAC!
